I just had the same problem. It would rotate, but barely. I ended up taking the whole thing apart, following some of the suggestions other people posted, to clean out any hair.
The big fix was taking apart and spraying some WD-40 on the brush axle. It doesn't look like it comes apart, but if you secure it down and use a nail and a hammer to gently tap in the little hole on the end where the belt grooves are, it will pop right apart. I only lightly sprayed the WD-40, as the last thing I need is clumps of greasy hair in the thing. Posted on May 17, 2014.
It sounds like you have a broken or stretched belt. The belt controls the brush roll. If you are using the vacuum on carpet, you need the brushes to spin to agitate the carpet fibers. Below are step-by-step instructions on how to replace your belt.
I have also included a link to the instruction manual if needed. Lay cleaner flat and flip to expose nozzle base. To remove nozzle guard, use Phillips screwdriver to remove the screws.
Lift and remove brush roll and dispose of old belt if you see one. Slide belt (style 19) onto motor shaft. Place new belt on area of brush roll without bristles. With new belt in place, pull and slide brush roll into nozzle making sure that the brush roll end caps are in the correct orientation. Replace all screws to replace nozzle guard.

The Bissell Powerlifter Pet Vac 1309 is my second Pet Vac. I have 2 long haired dogs and vacuum daily on carpet, hardwood and tile. Assembly was a snap and took a screwdriver (not included). I found that this vacuum has fantastic suction.
It raised my carpet fibers back up and took out fur that thought I had vacuumed up with my other vacuum (see video), but had not! It is light weight to carry up and down stairs and low profile to fit under most of my furniture. A huge plus for me is that after several days of vacuuming I have not had any appreciable fur stuck to the roller. Long haired dogs tend to have fur that winds around most vacuum rollers causing the homeowner to have to remove it weekly with scissors!
NOT true here. Although this vacuum did a fantastic job on the carpeting (better than my other pet vacuum that cost twice as much) I found that there were some considerable cons. The item is so light that it tips over when you use the hose AT ALL.
So although easy to carry, the weight makes it hard to use anything other than the base to clean with. After being hit with the entire vacuum several times while attempting to use the attachment on my carpeted stairs, I had to turn the vacuum and lay it on its side on the floor to keep it from falling over. Do not try using this with it at the top of the stairs- it is too light and can pull down the stairs. I also found that when vacuuming the cord is attached so low that you can not back up without running over it. Which means using a free hand to hold it up or twisting it into the hose to avoid destroying it.
Perhaps the biggest con is that the vacuum lightly burned my carpeting. I did reset the height to a higher setting when using attachments- but I guess not high enough because as I was using the attachments the brush spun and spun over my carpet and put a slight brown burn mark in it. It is hardly noticeable as I smelled it before it got too bad. It's also on carpet we are replacing- but be warned. Use the highest setting for attachments!!! I probably should have tipped the unit on its side like I did for my stairs.
The directions do warn about this. If you are buying this for just the bottom part and do not really need the hose or attachments (which I do not as I have a second vacuum) then this is fantastic, but if you need to use the attachments please heed my warnings above.
I found that emptying it was a bit of a pain. The top of the canister comes off and you have to turn it and dump it into the trash. I prefer a bottom empty canister myself as it guarantees all of the dirt and fur make it to the trash! Be sure to check the filter each time- fur gets stuck all over it but it is easy to clean.
Lastly, if you have allergies or asthma, be aware that this unit comes with a Febreze scented filter that fills your home with a scent. I thought it was a nice scent, and am an asthmatic. It did not bother me, but did bother others and caused sneezing. We previously owned a basic Bissell PowerForce Helix which we liked but this Bissell is more powerful and we like the extra features it provides. Out of the box the vacuum is really easy to assemble, there are just two pieces and you just have to add the handle to the base (they provide two screws to secure it). The weight feels just right, it's not too heavy. You will immediately notice the 30 ft cord which is a good feature to have when you have multiple rooms to clean.
The vacuum comes with a standard black filter but they do provide a Febreeze filter which you can use, I did remove the standard filter and tried the Febreeze one right away (the scent is really pleasant, by the way). I used it for the first time on a wood floor and on our rugs which I had vacuumed the day before. I t did a good job picking up what the other vacuum left behind, in the chamber I definitively found extra hair and dust. The noise of this Bissell is not too loud, I feel that our smaller Bissell was louder. I liked the Pet Hair Eraser Tool to use on our upholstered furniture and I believe that it’s a tool which can be useful even in a household without pets (see video). The flexible pet crevice tool glides well on fabric but being made of rubber I feel that it’s a bit difficult to use against wood (like baseboards) because it doesn’t glide like a plastic crevice would do.
It might be only for the model which has been sent to me but I noticed that when I put the vacuum back in standing position it doesn’t latch automatically and I have to push the lever up with my foot for the vacuum to engage it and stay upright. Overall this Bissell Vacuum is a great one and we would recommend it to anyone, whether you own pets or not. This vacuum is a bit heavy for me but lighter than most. Shipping weight is 20 lbs. The color purple is vibrant.
Easy to assemble. There are two attachments that come with this vacuum (upholstery brush and suction wand) to make pet hair pickup easy. It's a bit loud when it's on but after three uses it doesn't sound that bad.
There are settings ( 1-5) on the front of the vacuum that allows for setting this machine to efficiently vacuum shaggy rugs (5) and slate floors (1). This machine is pretty powerful and sucks up tons of dust and dirt in no time. This bagless vacuum has a plastic container that traps the dirt.
It clips on and off with a click at the front of the machine. The extra long cord (30ft) allows for multi room cleaning without changing charging sockets. This vacuum came with a febreze filter that when used in the vacuum, freshens up your rugs and upholstery. The smell is pleasant.
Discard after a few uses or when the scent is gone. Read the manual to get the best use of your vacuum. Happy cleaning. Easy to operate. Great suction. Great vacuum. Oh My Goodness.
I knew my old Bissell was ready for retirement. This morning I vacuumed the living room with the old Bissell twice - dumping out 4 fully loaded bagless cups of dog hair (I have 3 dogs but one sheds more than the other two so I could tell who it was LOL). Even though the carpet looked fine.
I decided to purchase a new vacuum this morning. It had been 8 years and while I took good care of my old Bissell (it was also one of the pet versions). I took it apart every couple of months, washing out the hoses, replacing the filters.
It just seemed that there was a lot more dust stirred up in the air that usual. I wanted a vacuum for pets as well as something that would be more 'sealed'. I am just totally amazed at what it's gotten up out of the carpet (this is not a deep pile carpet either).
In just this very first go over. (see picccie). I went over the carpet again and another nearly cup full of dusty looking sandy stuff came up with more dog hair!!! The old Bissell is being retired to vacuuming out the car only. It's still in pretty good shape and doesn't matter if it blows dust around the garage. I used to own a yellow Dyson and it eventually needed to be replaced. However, instead of getting another Dyson that was for pets, I chose the Bissell Powerlifter Pet vacuum instead.
Out of the box, I had to put the vacuum together. It was pretty easy.2 screws & ready to go! My house has both carpet & hardwood floors so its easy to change to high pile or bare floors with the front dial. Its definitely lighter than my old Dyson so its easy to bring it up & down the stairs. I like the clear canister and it has decent capacity. One thing I really liked about this vacuum is that the front is low and its able to go under the kitchen cabinets, an area my old Dyson couldn't do.
However one thing I didn't like is to empty the canister, you have to twist & unlock the chamber. I'm used to pulling a lever with 1 hand.
I also didn't like that the pet eraser attachment keeps falling from the front. In terms of suction, it does pick up a lot pet & human hair pretty well. I use the attachments especially the pet eraser quite a bit. Overall, this vacuum meets & exceeds my expectations. I HAVE 8 CATS AND 1 DOG AND MY CATS SHED MORE HAIR IN MY HOUSE THEN MY DOG AND I SIMPLY LOVE THIS BISSELL POWERLIFTER PET VACUUM. IT DOES AN AWESOME GREAT JOB FROM PICKING UP ANIMAL HAIRS AND CAT LITTER GRAVEL. I FIND THIS VACUUM TO BE NOT THAT LOUD AND I LIKE THAT I HATE LOUD NOISE.
ONE THING I AM NOT TO CRAZY WITH IT'S A LITTLE HEAVY THE VACUUM PUT IT'S WORKABLE FOR ME IT'S NOT THAT HEAVY LIKE I THOUGHT IT WOULD BE. THIS VACUUM COMES WITH 3 ATTACHMENTS YOU CAN USE FOR THE SOFA STAIRS AND THE CORNER OF THE FLOOR AS WELL. THESE ATTACHMENTS HAVE A PLACE TO STORE IN THE VACUUM TO PUT IT AWAY ON THE BACK SIDE AND THE FRONT OF THE VACUUM AS WELL. WHAT I LOVE ABOUT THIS VACUUM IS AS YOU ARE VACUUMING YOUR FLOORS OR CARPETS IT HAS A VERY NICE SCENT OF FEBREZE ALL OVER THE HOUSE AND I LOVE THAT. I HONESTLY TRULY SAY I RECOMMEND THIS PRODUCT IT WORKS VERY WELL FOR ME AND I AM VERY SATISFIED WITH THIS PRODUCT 100 PERCENT TRY IT YOU WILL LIKE IT GIVE IT A TRY. I FORGOT TO MENTION THIS VACUUM IS EASY TO CLEAN AND IT'S READY ONCE AGAIN TO BE USED.
THIS PRODUCT IS POWERFUL AND IT GET'S THE JOB DONE AND THAT IS WHAT I LIKE ABOUT IT'S PERFORMANCES AND HOW IT FUNCTIONS AND WORKS. The Bissell Powerlifter Pet Vacuum works very well and has great tools for vacuuming pet hair.
It's also very simple to use. I believe it is more than fairly priced for all that is included and the functionality. I've included pros, cons, and tips. Pros: Easy to use and easy storage. Onboard tools make it easy to grab the needed tool. Very simple to release hose end and attach tool.
All the tools work great to grab pet hair. Tools work especially great for removing long cat hair from cushions and furniture. Very light weight vacuum is easy to maneuver and carry up and down stairs. Very long cord will accommodate most any room without unplugging and replugging. Attractive color aids in making vacuuming a pleasant chore. Easy on off switch by simply touching the red pedal with your foot.
Easy adjustment for vacuuming under chairs and furniture by tapping the gray paddle with your foot.will adjust all the way perpendicular with the floor. Cons: Has belt.
IF the belt should ever become damaged, it can be replaced. However, it is still an added cost if one should ever need a new belt. The instruction manual is a little off in that it says the febreze filter yellow side down. There is no 'yellow' side. The side is 'white' or at least it is with the one I received. The manual/instruction guide included, is also a bit hard on the eyes as images are a bit vague to see.
Altho it is great they include the upholstery tool, there is no onboard place for it which means, you would need to stor it else where or do what I do.put it in a ziplock bag and hang in the utility room. Emptying the dirt container is not a big chore but it does take a tad bit more time since not only do you remove the container, you must twist the container unlocked to open position to empty. Then twist to close and snap back onto the vacuum.
Would have been nice if they had made it a simple bottom empty container with the push of a button. Tips: Read through the instruction guide first as it really does only take minutes to read. The filter and febreze filter only fit one way perfectly so if you are unsure which way it goes, simply turn it over and you will see that it does line up when inserted in the correct position. Be sure to remove the filter before using the first time because it does have little plastic tags that need to be cut to remove. Overall, I am very pleased with the Bissell Powerlifter Pet Vacuum 1309.
I have a very pet friendly, kid friendly home, and have gone through many brands and models of vacuums, looking for one that can handle the fur and mess produced by my 2 dogs, birds, and various small pets. Upon receiving, I had to put together the vacuum, adding the hose, handle, and the attachments.
This took me about 10-15 minutes. The instructions were clear and easy to follow with pictures. The vacuum also came with an extra Febreze filter, I easily removed the filter the vacuum came with and replaced it with the Febreze one.
This made the cleaning experience even nicer. The air was filled with the refreshing fresh scent. Hopefully, the replacement filters are available to find in stores. (They also include an order form for all parts with the instructions). The big test for my new vacuum was an oriental rug in my family room. This rug collects all the pet hair and sheds itself to boot. I was very please that the vacuum picked up all the hair, leaving the rug looking new.
Another very nice feature is that the vacuum reclines flat to reach under couches and beds. The cord was 30 ft long great for room to room without stopping, and the hose for the adding the attachments was over 10 ft long, which was nice for reaching up walls and the ceiling.
The attachments include a 'bendable' crevice wand, which was really nice for getting into corners of furniture, a 'pet eraser' attachment tool, nice for removing hair and dirt from furniture (where my dogs love to sit, of course) and an extra 'pet hair eraser tool', which has a 2 way fabric roller for upholstered surfaces, which works great, but unfortunately there is not a place to add to vacuum in tools section, so I have to store it in a drawer. I did find the canister to be a bit small and found I had to empty it after each room vacuumed. Which is why I did not give it a 5 star rating.
And with any bagless vacuum emptying the canister was messy. Overall, I am very happy with this affordable product and would recommend the purchase of this vacuum to pet owners. I have 3 pugs and they shed allot. So there is always dog hair everywhere. I need a vacuum that is made especially for pets. So when I found the Bissell Power lifter Pet Vacuum I was excited to try it out.
I took it out of the box and assembled it, which was very simple and easy to do, only two screws. It is a nice purple color, I like that. First I vacuumed the living room with my older Bissell, The Power Force Helix and I got dog hair and dirt, then I went over it again with my new Powerlifter pet vacuum, it picked up even more hair and dirt.I am just totally amazed at what it's gotten up out of the carpet in just this very first time.
It can go right to the hard floors cutting my cleaning time in half. This vacuum is very lightweight and yet sturdy, it has good suction, and the long cord allows me to go farther before finding another outlet. It has a huge canister so less empting. It comes with a few tools, Pet hair eraser and turbo eraser and a long wand for hard to reach areas and a extension for the tools.The turbo tool is a power house that really cleaned the couch.
I like itAnd the hose is so long I can do the stairs without too much hassle. As you work you are surrounded with the pleasant smell of Febreze leaving the house smelling clean. An extra Febreze filter is included. Awesome machine Con: I don’t like the Pet hair eraser tool.
It is like a clothes brush but it does not spin inside of the tool. It rocks back and forth as you move it in a scrubbing action, its allot of work. I like my machines to do the work. The old Bissell is now being sent to the basement to work. I do recommend this tool for pet owners. I was a little hesitant to order such an inexpensive vacuum.
My previous vacuum died, after about eight years of use, and it had cost nearly twice as much. When I received this, I was pleasantly surprised by the quality. The only required assembly was securing the handle in place. The only tool I needed was a Phillips-head screwdriver. The instruction manual had very clear illustrated pictures and a nice list of replacement parts, along with information where to buy them.
The filters cost about $5 to replace, which is a steal compared to my last vacuum, which cost nearly four times as much. The vacuum itself comes with one filter already installed, plus a bonus Febreeze one, which smells really nice. I don't have any pets, but I work with fibers and also make hair extensions, so there are bits of various lengths of wool, silk, fur, acrylic, synthetic hair, human hair, Angelina fibers (basically strips of glitter, that are about the length and thickness of cat hair), feathers, etc. That end up finding their way to the floor. I chose this vacuum because it was specifically marketed to help 'collect' all those pesky difficult hairs. My floor are now nice and fiber-free. It gets everything, including my super long hair, which is over two feet long.
It works really well, and so far I have not needed to take the vacuum apart to remove any long tangled hairs. While it is a bigger vacuum, it glides smoothly without sticking, and isn't overly heavy. The attachment pieces are very nice and work better that the standard attachments that are provided with most (non-pet) vacuums. The attachments are easy to assemble and disassemble and are far more convenient than using separate handheld vacuums.
Additionally, the TurboEraser Tool, Crevice Tool, and Extension Wand securely clip onto the vacuum frame, so the only extra piece to store is the Pet Hair Eraser Tool. The attachments work great on furniture. I was given a nice used couch by friends, who own dogs, and it removed all the various bits of puppy hair. In addition to working great on carpet and rugs, I no longer have to sweep my kitchen floors because this vacuum works just as well on hard floors. I originally had a different vacuum in mind, went down to Walmart & put it in my cart. As I turned, I saw this one. I looked it up online (note: online it was about $27 more expensive then in store) read the reviews and was sold.
I vacuumed my sons room first as the cat spends most of the time in his room & I was shocked at what my old vacuum had missed, the canister was full from just one room alone. There is a teensy bit of resistance when pushing & pulling but being that my previous one was an old clunker, this one is nothing.
I do miss the weight of my old vacuum when using the hose. I have to make sure I have one hand on the vacuum or place my foot on it to keep it steady or it will tip over when using the hose. Overall the suction is amazing so any previous 'issues' don't bother me. We have a cat with long white fur and a dog with short white fur and they shed like crazy. I'm happy to know that this vacuum is doing its job and all this dirt, dust, dandruff, and fur we've been walking on and breathing in is finally gone. THIS IS A VACUUM I WOULD RETURN. NOT HAPPY WITH THE PET TOOLS.
THE VACUUM ITSELF IS FAIR. THE SUCTION IS OK. I HAVE A DOG AND HAVE DOG HAIR TO PICK UP.
THIS VACUUM DOES NOT CUT THE MUSTARD. WOULD EASILY CHOOSE THE 1306 SERIES OVER THE 1309. THE PET HAIR ERASER DOES NOT SEEM TO WORK. YOU WOULD HAVE TO STAND AND MOVE THE TOOL BACK AND FORTH FOR A LONG TIME TO GET ALL THE HAIR. THE PET TURBOERASER DOESN'T SEEM TO PICK UP THE DOG HAIR AS EASILY AS THE TURBO BRUSH ON THE 1306 SERIES. TO GO FROM CARPET TO BARE FLOOR, YOU HAVE TO REACH DOWN AND MOVE THE DIAL FROM CARPET TO BARE FLOOR.
FOR MOST PEOPLE THIS WOULD BE NO BIG DEAL, BUT FOR ANYONE HAVING TROUBLE BENDING OVER EVEN FOR JUST SHORT PERIODS OF TIME THIS WOULD PRESENT A PROBLEM. AGAIN, IT DEPENDS ON WHAT YOU ARE LOOKING FOR IN A MACHINE. THE HANDLE ON THIS VACUUM IS NOT ADJUSTABLE. IT IS EASY TO PUT ON AND JUST TWO SCREWS HOLD IT TOGHETHER. THE FILTER ASSEMBLIES ON THIS MACHINE ARE GOOD AND EASILY WASHED AND REPLACED. THIS IS A VACUUM I WOULD NOT RECOMMEND IF YOU HAVE A PET.
First impression: The vacuum itself is not overly heavy. It did take time to put together. Overall it was not very heavy to push, although lifting upstairs might be difficult with someone who has back issues. It comes with several attachments which are great for different surfaces. I was impressed with the quietness of the vacuum. It didn't seem to terrify my dogs quite as much as normal. Use: I was impressed with the vacuums ability to pick up hair and other little fabrics in the carpet.
It worked well with small bathroom and kitchen rugs as well. I was not impressed with its ability to remove any bone crumbs that were not superficial to the carpet.
I am not sure if this is a common known problem or maybe just the type of carpet I tried to clean up on. The vacuum worked very well when I used it on the kitchen floor after brushing my pets. It cleaned up the area quickly without pushing too much of the hair around.
The attachments didn't seem very impressive at first glance, but using them on the couch was an entirely different story. It picked up a ton of dog and cat hair (I have to regularly vacuum every couple of days). I was very impressed with this, and it is probably the best vacuum I have used yet for pet hair.
Overall I am excited to use this vacuum for future use. It does exactly what it says and is very impressive. I had a hard time tearing myself away from the vacuum! First off, I never write reviews but this vacuum was well worth the time. I spent the last couple weeks researching vaccums and went to Walmart to get a Shark. Then this one caught my eye. I have two dogs whose dog hair seems to never go away even when I vacuum and sweep.
Let me just tell you. I had to empty this container 3 times! I have mostly hardwood and tile with a couple area rugs. My rugs look new again. Even my boyfriend was blown away by how much this vaccum picked up.
It is always light weight and fairly quiet. I love my new vacuum! The Powerlifter Pet Vacuum really works, and it works REALLY well!
I love that all of the attachments to remove pet hair REALLY remove pet hair! The vacuum itself was super easy to assemble (it took under 10 minutes) and very sturdy. I was surprised how lightweight the vacuum was and how easily it glides over my floors. My favorite feature of this vacuum is the scented Febreze filter. It made my entire house smell absolutely wonderful while I was vacuuming instead of wet dog hair! Really cool feature!
It also has allergen filtration so it's more than just a nice smell. The vacuum was easy to use after assembly, no confusing buttons. The suction power of this vacuum is powerful!
It sucked up clumps of dog and cat fur with ease, and it did not clog! You can change the setting of the rollers to match the kind of floors you have wither its hardwood, linoleum, carpet, or tile. I have hardwood floors and it cleaned my floors beautifully and thoroughly it didn't leave behind debris. There is 5 different settings on the dial so you can pick the right setting for maximum cleaning power. The cord on this Vacuum ROCKS!
It is 2 pronged and extra long (35 feet)- I didn't have to unplug it to go into the next room. It saved me time. The attachments like the Pet Hair Eraser Tool, cleaned off all the deeply embedded hairs on my couch with ease. I couldn't believe it. My couch is clean!!!! My old vacuum couldn't get those hairs out, and the Pet Hair Eraser Tool did it on the first try!
The best part was I didn't have to buy and then throw away a vacuum bag- this one has a very large re-usable canister that you just empty into your garbage bin! I also like that the canister is clear because I can see what gets sucked up (I have small children), and if needed removed from the canister. The vacuum comes with a neat extender for the hose part so you don't have to break your back bending over to clean crevices. The Flexible Pet Crevice tool is really great for sucking up and cleaning between couch cushions and around baseboards. I used the Pet TurboEraser tool on my dogs bedding and when I was finished the bed looked brand new, I was very impressed.

I received this vacuum for a “customer review” and I’m glad that I chose it. One of the initial things I noticed is how light weight it is.
I first used it on a carpeted room in my home; and it was very powerful. The suction was very strong and the carpet very clean. What’s funny, but not at the same time; is that I had vacuumed the day before with an older vacuum that I have and when I used this one – I was amazed at what was picked up. I also have used it on my hardwood flooring and it works GREAT!
One feature, aside from the awesome attachments, is the length of the hose that runs from the vacuum as well as the length of the cord – I can cover a large area without (un)plugging. Thanks for a wonderful product. In short the Bissell Powerlifter is great for removing pet hair from couches both fabric and leather as well as from area rugs. Setup: When opening the box the device was well backed and the setup was pretty easy. However, the instructions were not clear on the uses of the various attachments which are used specifically for cleaning and removing pet hair from your house and car.

The quality of the materials use was average and you would be thinking why should I purchase as special vacuum cleaner for my pet??
Useage and effectiveness When you first turn on the Bissell, you notice the suction power of the cleaner - this was very close to what I have on my high end vacuum cleaner costing 300+. At first I thought that the Bissell cleaner can be use for ordinary vacuuming cleaning duties such as floor and carpets. I was correct in my assumption - after an initial use I found that it can double as an every day cleaner. The additional attachments worked well as advertised.
However it took me some figuring out on how to use the pet tool attachments. The instruction booklet provided very little guidance. The noise level was acceptable and no different that similar vacuum cleaners.
After using it for the first time I was 'floored' by amount of dog hair that was sucked up by the Bissell. We had vacuum the furniture and amount of dog hair and 'sucked up' was huge! I was amazed on how much hair our dog shed!
I as annoyed that my High end vacuum cleaner miss it. I also used the Bissell Power Lift to clean my car. It work better than the hand held power vacuums designed for the cars.
The attachments allowed us to clean in small deep crevices and extract dog hair and dirt that was embedded in the car carpet!! This was an additional benefit!!
